One county is so plagued by unemployment that it pays impoverished families to leave the Central Valley, under a programme called More Opportunity for Viable Employment (MOVE). Some local paupers take the money and head for jobs in the Plains and the Midwest, in a kind of reverse Dust Bowl migration. Yet by some measures the valley is booming. In 2002 Fresno County alone produced farm commodities worth $2.8 billion, outranking almost half the states.
